In this chapter we will learn all the important points of NEBOSH IGC Element 1 according to 

NEBOSH IGC New syllabus update.

After studying this full article you will be able to understand all the important terms of IGC Element 1.
Element 1 is divided in total four parts; we will study all the four parts here one by one.
Note- Here we will study according to Latest syllabus of NEBOSH IGC new syllabus

ELEMENT 1:- Why we should manage workplace health & safety.

There are Four units in Element 1 which are the following:-
1.1 – Discuss the moral and financial reasons for managing health and safety in workplace.
1.2 – Discuss the legal reasons for managing health and safety in the workplace and explain, how health and safety is regulated and the consequences of Non-compliance.
1.3 – Summaries the main health and safety duties of different groups of people of work.
1.4 – Explain how contractors should be selected, monitored and managed.

ELEMENT 1:- Why we should manage workplace health & safety.

There are mainly three reasons:-

1.       Moral reason
2.       Legal reason
3.       Financial reason

Before we discuss these three reasons we need to know some important key point.
Key points are:-

1.       Health – Absence of disease or ill health.
Complete definition of health is the condition of mentally, socially and physically well being, not only the absence of ill health and disease. If you are not feeling comfortable in public places it means you are not living a healthy life, if you are physically not fit then you are also not healthy.
2.       Safety – Absence of risk of serious injury.
In simple language we can say that safety means freedom from the harm which can be occurs by any hazardous objects, condition and work
Here hazard means any object, condition, working environment and work which have potential to threat harm.
3.       Welfare – Access of basic facilities.
The responsibility of every organization is to provide basic facilities to his workers and staffs.
Such as
·         Rest room to take rest after work.
·         Toilets.
·         Change rooms to chance the clothes before and after the work.
·         Kitchen with proper hygienic condition.
·         Accommodation

 1.1     – Discuss the moral and financial reasons for managing health and safety in workplace.

       MORAL REASON: - If any employer hiring any employee for his works then, it is the moral duty of the employer to keep the workplace safe for the employee. Before joining any organization every person want a safe and secure workplace, any employer hire an employee after checking his health so it is the responsibility of employer to provide safe workplace.

If any worker injured and died at his work due to any unsafe condition then he not only suffers pain and agony, with him his family also suffers.
According to ILO (international labor organization)
 Over 350,000 works related fatal accidents reported each year.

       FINANCIAL REASON: - Accidents results loss of money also.

After any accident the organization withstands lot of cost, which create financial crisis.
Following are the losses.
Accidents and ill heath cost money.
Organization losses cost in two ways.

1.       DIRECT COST: - (INSURED COST) – the costs which are visible or which can be calculated easily, insured costs are less then uninsured or indirect cost.

Examples: - medical cost, first aid cost, compensation cost etc..

2.       INDIRECT COST: - (UNINSURED COST) – indirect cost always 4 to 10 times more than directs or insured cost. Indirect cost also known as hidden cost because we can’t calculate easily.

Examples:-                                       
·         Loss of production time.
·         Loss of working time by an injured worker or employee.
·         Loss of working time of supervisors and employees who are with the injured worker to help him.
·         Waste of time in hiring new employee at the place of injured employee.
·         Cost of paper work and documentation.
·         Loss of morale of staffs or employees.
·         Loss of time in repairing the damaged property.
·         Re startup of operation which was disturb due to accident. 

1.2     – Discuss the legal reasons for managing health and safety in the workplace and explain how health and safety is regulated and the consequences of Non-compliance.

After any accident government body and labor organization takes legal action against the organization or company.
Following are the Enforcement action which can be against any organization.

1.       Fine – if organization or company have violated any safety rules then organization can be fined, the amount of fine will be depends on the violation.
2.       Any individual and group can be jailed – if accident happened due to negligence of any individual and group then according to NEGLIGANCE ACT section 304A can be arrested and fined.
Some important regulation by
ILO (INTERNATIONAL LABOUR ORGANISATION)

1.       Convention C155 Article 19.

In Article 19 of C155 it is mention by ILO that any worker have right to left the work site if site is not safe for work. If a worker feels that his employer not providing safe work site then he has right file a complaint.

2.       Recommendation R164 Article 10

In article 10 of R164 it is mentioned by ILO that it is the responsibility of employer to provide that equipment and tools which are safe to use.
Every machineries and equipment should up to standard.

1.3     – Summaries the main health and safety duties of different groups of  the people of work.

       Responsibility of Directors and Senior managers-
1.       Clear commitment to health and safety.
2.       Visible leadership.
3.       Middle managers and supervisors have to execute the policy if their organization operationally.  
1.4 – Explain how contractors should be selected, monitored and managed.
       Both client and contactors have to share their responsibilities, there should be no any misunderstanding in role and responsibilities of contactors and client’s staff members.
Before starting the project client must have to check some important things of the contractor.
       Point to be checked before hiring any contractor-
1.       Health and safety policy – Health and safety policy to be checked to identify that their policies are meet the entire requirement which should be in Health and safety policy.
2.       Risk assessment.
3.       Qualification of staffs.
4.       Accident history.
5.       Enforcement action.
Clients have to share HSE information to contractor in developing risk assessment and Safe work procedure (SWP)
